Referrals to SSI Advocacy
Referrals to SSI Advocacy are completed through the DEBS Referral Application. The EW must complete all appropriate fields in the referral app in addition to adding the client's current address in the "notes" section. A secure email will generate through the referral app and will allow the EW to also attach any additional documents that may be necessary (i.e. SCD 1400, etc.).
General SSI Advocacy Referrals
In addition to the information above, the appropriate reason code is to be indicated when making a referral to the SSI Advocacy unit:
Referral Reason Code | Referral Reason Description |
A | Permanent Mental and/or physical disability. |
B | Medically and/or physically disabled for 12 months or more. |
C | 12 months or more of continuous GA eligibility and 50 years of age or older. |
D | 2 or more years duration on GA. |
E | Copy of Sponsorship “Affidavit of Support” (I-134) - (CAPI). |
F | CAPI IA Aid and enter Date of Entry. |
G | Form “General Assistance Program - Request for Medical Information” (SCD 1400) or Medical Verification is attached. |
H | Medical verification not attached. Write an explanation after the letter “H”. |
HDAP Referrals
The HDAP referral process is outlined below:
Note: The "at risk of homelessness" category is suspended until further notice and must not be referred.
- Client
- Identifies themselves as homeless AND unemployable during intake, RRR, or while reporting a change
- Eligibility Worker
- Conducts regular GA Intake or other interviewing/investigation process as appropriate

Note: GA Shelter Referrals must still be completed for all homeless individuals whether or not they are being referred to HDAP.
- Ensures appropriate CalSAWS entries are completed including the homelessness status and any appropriate case flags.
- Fills out form GA 1122 in the DEBS Referral Application with the client’s information (all fields must be completed). Client's address must also be entered in the notes field of the referral app.
- Sends completed form as an email attachment to SSI.ReferralGroup@ssa.sccgov.org with subject line “HDAP Referral”
- Documents in a Journal Entry that HDAP referral was sent
- Designated GA Clerical
- Retrieves the HDAP referrals from the SSI email inbox and assigns the referral to “XHDP” in the SSI Advocacy application
- SSI Advocacy Unit
- Retrieves HDAP referral from “XHDP” box
- Assigns case to Social Worker to initiate the SSI application process
- Refers to ABODE as appropriate
- ABODE
- Provides housing assistance and case management in tandem with the SSI application process
